Abstract
Headlines shall have a related anchor link, that shows when you move the mouse over it.
Details
If you move your mouse over e.g. "Allgemeines" on http://wiki.ubuntuusers.de/Wiki/Referenz an anchor links appears to the right of the headline. You can easily copy the link target of that with your browser and paste it somewhere else to refer someone to exactly that headline.
We want this feature in moin2, too.
Deliverable: a patch or changeset.
