Complete Russian translation for Rocs handbook

Expected results: Complete translation of rocs.po (98 messages) + 4 screenshots (use Inkscape of Karbon13 to edit SVG) into Russian. The translation should follow the guidelines of Russian KDE translation. There should be no typos in it (see the References on how to check).

Prerequisites: Basic English terminology, good Russian.
