jquery.suggestions should obey maxRows setting (T39316)

jquery.suggestions has a maxRows property, however it is never used and therefore has no effect. It is used most notably for the search suggestions dropdown in all skins. Fix this! :)

The issue affects the jquery.suggestions and mediawiki.searchSuggest modules.
